Brief Description of the Project:
The Government of Bhutan has applied a loan and grant from the Asian Development Bank (ADB) towards the cost of the Green Power Development Project. The Project will provide separate financing for each of two major physical investments for
  1. the Dagachhu Hydropower Project, and
  2. the Rural Electrification Project.
The Dagachhu Hydropower Project (a 114 MW run-of-the-river type) aims to export power from Bhutan to India through the existing grid connected to India. The project site is on the Dagachhu river, which is a tributary stream of the Punatsangchhu (Sankosh) that drains into the Brahmaputra river in India. The Rural Electrification Project will extend the distribution system to provide reliable power supply to 10,275 domestic households and facilities in the rural areas in eight districts of Bhutan. In addition to the grid-extension, provision of solar photovoltaic (PV) systems is considered to support electrification in isolated off-grid rural areas, particularly 119 public facilities focusing on schools, health clinics, monasteries and other community facilities.

Brief Description of Goods and Related Services, or Works to be Procured:
ADB has approved the Government's request for advance contracting to expedite project implementation. Advance contacting will include:
  1. preparation of tender documents, and
  2. evaluation of bids.
The advance contracting will be undertaken in accordance with ADB's Procurement Guidelines.
