Project Impact
The impact of the TA will be support to the operationalization of NWPo and implementation of the NWMP and the Guidelines for Participatory Water Management (GPWPM) to enhance the performance of major irrigation schemes.

Project Outcome
The TA outcome will be effective and sustainable implementation of the ensuing loan project with active participation of beneficiaries, private sector operators, and local government institutions. The TA and the loan project will contribute to the implementation of Government's strategy for poverty reduction through improved water resources management resulting in increased diversified agricultural production.

Project Outputs
The specific outputs will comprise: (i) regulatory and institutional measures for participatory O&M planning and implementation, including institutional capacity buildilng programs; (ii) models for effective o&M planning, implementation and funding by beneficiaries and the Government; (iii) innovative mechanisms, including PPPs for efficient management and O&M of large irrigation systems; and (iv) project design and detailed implementation and management arrangements developed and agreed with the Government. It is anticipated that these new management concepts would be replicated throughout Bangladesh.

Consulting Services
Consulting services will be provided for a total of 41-person months, comprising 12 person-months of international consultants, and 29 person-months of national consultants - (i) International: O&M Specialist (Team Leader); Water Management Institutions Specialist, Procurement Management Specialist, Adviser Policy and Regulatory Framework, Project Economics and Finance and PPP Specialist; (ii) National: Water Resources Specialist (Deputy Team Leader), O&M Engineer, Procurement Specialist, Insitutional Specialist, Planning and Implementation Specialist, Social Development and Resettlement, Financial Specialist, Environmentalist, Project Economist, and Legal Specialist.
