Project Impact
Efficient public procurement by the Government's procuring entities.

Project Outcome
The project outcomes are: (i) strengthened institutional and human capacity of the national procurement agency, Public Procurement Monitoring Office (PPMO) in order to reduce poverty and maximize economy and efficiency in public procurement; (ii) increased efficiency, productivity and transparency in public procurement to support the Government's development activities; (iii) improved competition and participation in public procurement; (iv) equal opportunity to all potential bidders and suppliers; and (v) improved regional cooperation and innovation through knowledge sharing on experiences and good practices in public procurement.

Project Outputs
The Project outputs include: (i) enhanced capacity of PPMO; (ii) standard bidding documents, directives, and manuals; (iii) procurement website; (iv) increased awareness on public procurement; (v) enhanced procurement monitoring that will facilitate continuing improvements to the Public Procurement Act and Public Procurement Regulations leading to improved procurement outcomes; (vi) norms for debarment; and (vii) assessment of capacity gap of the PPMO to handle e-procurement and identification of institutional development to move towards e-procurement. A user friendly training module will be developed and all types of procurement relating trainings will be conducted in Nepal.

Consulting Services
A total of 43 person-months of consulting services. International Consultant (3 person-months) - E-Procurement Specialist. National Consultants (40 person-months) - Institutional Development Specialist (Team Leader, 1), Procurement Specialists (3), Procurement Training Specialist (1), Monitoring and Evaluation Specialist (1), Information Technology Specialist (1), Contract Management Specialist (1)
