Invitation for Submission of Expressions of Interest for Project Management Consultancy

The Ministry of Public Works ('MPW') is implementing various road projects funded by the Asian Development Bank ('ADB') under various loans and grants, which involve design, rehabilitation and reconstruction of the roads. In order to
- monitor the progress of day-to-day project implementation,
- accord various approvals including approval for variations, extension of time, (including obtaining approvals of the donors, etc.), etc.,
- prepare progress reports
- prepare withdrawal applications,
- maintain project accounts and complete loan financial records for auditing and
- ensure compliance of various Loan and Grant covenants, a Project Management Unit ('PMU') has been established within MPW at Kabul.
Project Implementation Units ('PIU') have also been established for each civil works contract package located at the project site.
- MPW wishes to engage a firm of Project Management Consultants ('PMC'), having a proven track record of assisting and advising executing agencies in implementation of mega infrastructure projects within the approved time frame and cost estimates, to assist it's Staff in monitoring the implementation of the ADB financed projects and in contract administration of civil works (especially design build contracts) and consultancy contracts and to ensure that the works are undertaken strictly in adherence to the contract conditions and work plan. PMC will also provide on-the-job training to the MPW/PMU/PIU staff in technical, contract administration, financial management, and social, environment and other mitigation measures required in implementation of the projects so that the staff are capable of independently handling these issues at the end of the consultancy period.
- The consulting services are expected to be implemented over a period of 24 months commencing in October 2008.
- MPW now invites eligible firms to submit their expressions of interest (EOI) supported by documents that demonstrate experience and capacity to provide the above services, and the following:
- List of similar assignments completed/under taken in the last ten years, providing details of the client, country, source of funding, size, cost, years of services and description of services,
- Information regarding technical experts/personnel available,
- Approach they would adopt in the unique conditions prevalent in Afghanistan,
- Present work load (amount and type of work, country and assignment and experts deployed),
- Any other details consultants deem to fit to provide to enable the client to appreciate their relevant capability,
- Name, address, telephone and fax numbers,
- Structure and organization of the firm; and
- At least three reference (names and contact information ) of clients that can provide objective information on the success of the services they procured.
- The main part of the EOI shall be a specific brief of not more than five (5) pages, to be sent by electronic mail to the address given at the end. The five pages shall comprise a brief presentation of the firm or association, including the points mentioned at para. 4 above. The same text, together with all other material shall be sent as hard copy to the address given at the end. Consultants are encouraged to provide only materials that are specific to the proposed services, and to avoid submitting generic promotional material.
- The Consulting firms will be selected in accordance with quality based selection procedures set out in the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers (February 2007).
- The firms should engage well qualified national experts when available, and may be associated with other firms to enhance the value and quality of their services. The Association may take the form of a Joint Venture (with joint and severable liabilities of all partners) or a sub-consultancy. If consultants intend to associate with other firms, they should state in their EOI the composition and form of the association.
- Firms already working with MPW either as supervision consultant or design consultant or associated with any of the contractors/consultants for any of the projects funded or administered by ADB will not be considered. The firm that is awarded this consultancy assignment will not be considered, during the assignment, for any assignment either as a supervision consultant or design consultant or associate of any of the contractors/ consultants for any of the projects funded or administered by ADB.
- The Deadline for the submission of EOI is 2:00 PM (Kabul Local time) on 4 August 2008 to the address below. All firms will be advised of the result of their EOI. Only firms that have been short-listed will be invited to submit a technical proposal. The names and addresses of short-listed firms will be published in the ADB website.
