Tajikistan: Community Participatory Flood Management

Invitation for Submission of Expressions of Interest (EOI)

1.   The objective of the proposed project is to develop capacity to anticipate, protect against, prepare for, and cope with floods and other disasters in approximately 130 flood-prone villages in Farkhor, Hamadoni, Vose, Pyandzh, and Shuroabad districts of Khatlon province in the Republic of Tajiistan. The objective will be met in two ways: (i) supporting households to adopt a holistic system to systematically understand and assess hazards and risks of flood and other disasters, mitigate them, monitor risks, address floods and other disasters when they occur, and be prepared for recovery; and (ii) providing silvicultural flood protection via selective restoration of natural ecosystems to strengthen riverbank and household areas against floods, and provide resource-based income to households. The proposed project will be implemented over a four-year period starting approximately 1 September 2008 and completing 31 August 2012, inclusive of about a six month recruitment period for the implementing NGO consortium.

2.   The project will require 285 person-months of consulting services, including 12 person-months of international consultants and 309 person-months of national consultants, and related field costs for implementation. Consultants will be recruited by ADB in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). The selection will be made under a single Quality and Cost-Based Selection (QCBS). Eligibility for this contract is limited to consortia of national and international NGOs with current field operations in Tajikistan.

3.   The lead NGO on the winning tender will be the executing agency (EA) as well as being an implementing agency. In addition to overall success in producing the project results, the EA will be responsible for (i) disbursing ADB proceeds and ensuring ADB procurement and consultant selection requirements are met; (ii) maintaining appropriate accounts, including reports on withdrawal applications and disbursement; (ii) consolidating NGO reporting and submitting to ADB progress and other reports in formats agreed upon with ADB; (iii) ensuring timely submission of audited accounts of the Project to ADB; and (iv) serving as the focal point for NGO coordination, ADB's project administration activities, and first point of contact with the PMO, the JFPR liaison consultant, and relevant offices of the Government.

4.   The NGO consortium will work with a national JFPR liaison consultant who will be based in the Project Management Office (PMO) of the Ministry of Water Resources and Land Reclamation, which is the Executing Agency of the related ADB project 4356-TAJ Khatlon Province Flood Management Project. The implementation of the project will be guided by the project steering committee (PSC) which also directs activities of the loan.

5.   Expressions of Interest from any proposed consortium is expected to include NGOs, both international and national, which have current field operations in Tajikistan. The NGOs as a group will have a proven track record in field operations in disaster preparedness, restoration of natural ecosystems for flood management, and community organizing and participation, working with communities, local and national government in timely, successful implementation. The lead NGO will have extensive international experience and be able to demonstrate prior success both in timely and successful field implementation in disaster preparedness, and in meeting the requirements of an Executing Agency as shown above.

ADB now invites eligible NGO consortia to submit their expressions of interest (EOI) to demonstrate experience and capacity to provide the project implementation services. The total submission will not be longer than ten (10) pages for each consortium. The submission must be made electronically to the email address shown at the end. Consultants are encouraged to provide only materials that are specific to the proposed services, and to avoid submitting generic promotional material.

The following materials shall be included:
  • Name, address, telephone and fax numbers of both lead NGO and other NGOs included in the consortium, along with a presentation of the group and their capacities, limited to two pages;
  • List of similar assignments completed/undertaken in the last seven years, providing details of the client, country, source of funding, size, cost, years of services and description of services, and names and contact details of auditors of project accounts, with emphasis on any work already done jointly, limited to three pages;
  • Information regarding technical experts/personnel available currently to deliver such services, limited to two pages;
  • Present work load (amount and type of work, country and assignment and experts deployed), limited to work in Tajikistan and to two pages;
  • Approach they would adopt in the unique conditions prevalent in Tajikistan, and any other details to provide to enable ADB to appreciate relevant capability, limited to one page.
The Deadline for the submission of the electronic version of the EOI is 5:00 PM (Manila local time) on 12 September 2008 to the email address below. Any questions should be provided in email form before 29 August 2008; telephone requests will not be entertained. Subject to approval of the proposed JFPR grant by the Board, the EOIs will be immediately reviewed. All firms will be advised of the result of their EOI. Only firms that have been short-listed will be invited to submit a technical proposal. The names and addresses of short-listed firms will be published in the ADB website.
