Project Impact
The proposed PPTA is intended to assist the GoB in achieving its targets of improved living conditions and urban environment in the selected city corporations in the state of Bihar, with improved access by the residents in the city corporations to the sustainable urban services maintained at an appropriate level of cost recovery. The desired outcome is the successful creation of a feasible investment project for the urban sector in the State by way of ADB loan financing and shortened preparatory time for project implementation.

Project Outcome
The expected outcome is successful creation and a feasible investment project for the urban sector in the state of Bihar by way of ADB loan financing and shortened preparatory time for project implementation. The proposed PPTA will contribute to accomplishing the intended outcomes successfully by undertaking the project preparatory activities and initial training and capacity building of the city corporations to improve project readiness and kick-start the project implementation immediately after the loan being effective.

Project Outputs
The outputs of the proposed PPTA will include the following: (i) a feasible urban infrastructure development project for ADB financing; (ii) enhanced project preparedness for implementation; (ii) capacity building packages to improve project management and implementation with resulting impact on a timely and effective project implementation; and (iv) an identified component for public-private partnership (PPP) modality with assessed feasibility.

Consulting Services
The proposed PPTA will be implemented over a period of 15 months, from August 2008 to October 2009. In conducting the above-described activities, the proposed PPTA will engage international [total 8 person-months (pm)] and national (total 69 pm) consultants on an individual basis in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). A water sector specialist (5 pm) and PPP transaction expert (3 pm) will be engaged as international consultants. The national individual consultants will include: project management specialist / team leader (13 pm), institutional specialist (5 pm), water supply specialist (6 pm), sewerage specialist (6 pm), procurement specialist (5 pm), financial management and accounting specialist (5 pm), project economist (2 pm), municipal engineers (8 pm), wastewater process specialist (2 pm), environmental specialist (2 pm), social and community development specialist (4 pm), electrical and instrumentation specialist (2 pm), mechanical engineer (2 pm), structural engineer (1 pm), and PPP Specialist (6 pm). Surveys, data collection, information technology and other technical support personnel will be provided to the consultants as required. The Team Leader will be responsible for coordinating overall activities and inputs in order to provide required reports and deliverables, and conduct surveys and data collection.
