Improved water supply facilities and efficient urban-rural transport infrastructure in 14 districts/counties and 63 townships/villages, which are located in the mountainous northeast and southeast regions of Chongqing.

A project design agreed between the PRC and ADB, including feasibility study reports.
- Project Outputs

The project outputs are (i) detailed analysis of the 11th Fiver-Year development program, project districts/county master plans, sector plans and policies, financing requirements and institutional capacities; (ii) technical, environmental, economic, financial and social appraisal of the roads and water sectors; (iii) resettlement plans, poverty and social assessment report, socio-economic impact of the subproject components and policy options on vulnerable groups and implications for resettlement; (iv) SEIA and EMP; (v) institutional capacity assessment and corporate development plan; (vi) participatory plan assessments; (vii) training workshops; (viii) draft final assessments completed for preparing the investment project; and (ix) final assessments completed based on comments from ADB and Chongqing municipal government.
- Consulting Services

A total of 75.5 person-months of consulting services (21.5 international and 54 national) will be required. The international consultants will provide expertise in urban-rural infrastructure development, transport planning and management, road engineering, water resource, treatment and supply engineering, financial and economic analyses, resettlement planning and social impact analysis (poverty, gender and ethnic minority), institutional capacity development, and environmental impact assessment. The national consultants will have expertise in rural road and transport engineering, civil and geotechnical engineering, water resource and supply engineering, project economic and financial analyses, environmental protection and management, socioeconomic analysis and resettlement and institutional capacity development.
An international consulting firm in association with national consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants. ADB will select and engage consultants on the basis of the quality and cost-based selection method using simplified technical proposal procedures.
