2nd Thematic Workshop on Water Allocation and Water Rights

Increased water demand and water use conflicts are occurring in many countries in Asia, and licensing mechanisms, water allocation, and water rights have become regular challenges. Unfortunately, the extensive interest on these topics has been in stark contrast to the relatively few successful experiences so far in the region.

Water rights and water allocation are of particular interest to the Network of Asian River Basin Organizations (NARBO), which has considered thematic workshops on these subjects as among its priority activities for 2006-2007. This workshop in Manila was the second of a series of four workshops on the theme, scheduled to be held within two years. The first workshop was held in Viet Nam in December 2005.

NARBO was established to share knowledge and build capacity for integrated water resources management (IWRM) in river basins throughout Asia as well as to strengthen river basin organizations' (RBOs) capacity and effectiveness in promoting IWRM and improving water governance.

The general goal of the series of workshops was to come up with recommendations to address pressing water rights issues.

The 2nd thematic workshop reported on the outcomes of the 1st thematic workshop in the participants' respective countries. Discussion focused on the following:

  • Water rights and allocation issues and the problems that ensue
  • Possible solutions for the issues/problems
  • Processes/procedures for implementing the proposed solutions
  • Evaluation of the proposed solutions

The workshop was designed for NARBO members and experts working at the national and/or river basin water management agencies in Southeast Asia that have particular exposure to water allocation and water rights issues.

Twenty five people, including 9 international participants, 11 Philippine participants and 4 NARBO secretariat participants, are expected to attended the workshop.
