RETA 6120: Developing a Social Protection Index for Committed Poverty Reduction - Regional

Project Summary

ADB adopted social protection strategy in 2001 to enhance ADB's poverty reduction efforts through five areas of social protection intervention: labor markets, social insurance, social assistance, schemes to protect communities and child protection.

To monitor progress in these areas and allow cross-country comparison, ADB wishes to develop and pilot test a social protection index in six countries: Bangladesh, Indonesia, Mongolia, Nepal, Pakistan and Viet Nam.

Currently, ADB is or carrying out social protection studies in several countries - Indonesia, People's Democratic Republic of Lao, Nepal, Pakistan, Papua New Guinea, and a regional TA is being prepared to assess social protection systems in Marshall Islands, Papua New Guinea and Vanuatu. The findings of the studies will support the development of the methodology of the Social Protection Index (SPI).

The purpose of devising the SPI is to improve poverty monitoring mechanism. At a country level, this will help monitor the implementation of national poverty reduction strategy, as social protection of vulnerable populations is often the key component of NPRS. The objectives are to:

  • Define social protection for each DMC involved and develop a common standard regarding what is part of social protection (important in order to ensure comparability among DMCs)
  • Improve statistical information on social protection (for monitoring of social protection strategy impacts)
  • Allow comparisons between countries and over time with view to implementation of social protection measures
