Title: Head, Learning and Development Unit 
Department/Division: Budget, Personnel and Management Systems Department (BPMSD) / Human Resources Division (BPHR) 

1. JOB PURPOSE:

Oversee the full integration of all undertakings related to learning and development, including the design and development of relevant systems and processes, provision of career development resources, coaching and mentoring program, training for specific groups, leadership development program, information and communication technology training, technical training on thematic issues, and communication skills development for all ADB staff. Work within general policies, principles and goals, having freedom to work with clients.

2. EXPECTED OUTCOMES:
  1. HR Strategy and Policy
  • Support the development, implementation, and improvement of personnel policies and procedures to support the goals of the new HR Strategy.
  1. Learning and Development
  • Provide leadership in the identification and analysis of general and specific training and development needs, as well as in the development of strategies with concerned heads of departments/offices, staff or working groups.
  • Ensure linkage between learning and development activities with the strategic/business needs of ADB in coordination with concerned departments/offices.
  • Oversee the design, innovation, implementation, and evaluation of various training and development activities, training curricula and learning events for specific groups.
  • Conceptualize and organize activities related to the development and enhancement of staff’s leadership skills.
  • Oversee the design and delivery of communication skills development program and information and communication technology training.
  • Ensure the effective delivery of learning and development programs, including supervising the selection of resource speakers and/or consultants and for the fulfillment of all required terms and conditions.
  • Plan and conduct career advisory services, coaching, and mentoring activities, in consultation with HR teams, to assist staff in the proactive management of their careers.
  • Ensure relevance and updating of information on learning programs and activities.
  • Lead the development and maintenance of learning databases.
  • Oversee the proper utilization of the learning and development budget.
  1. Staff Supervision
  • Create and lead multi-disciplinary teams and ensure the overall quality of its work.
  • Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

3. EDUCATION REQUIREMENTS:
A university degree in business or public administration, human resources, economics, social sciences or related fields; preferably at post-graduate level or its equivalent

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 12 years of relevant experience on various facets of learning and development, human resources management, preferably in international development finance institutions or multinational organizations
  • Excellent oral and written communication skills in English
  • International experience working in several countries

6. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, BPHR

The following staff positions report to the Head, Learning and Development Unit: Professional Staff, National Officers and Administrative Staff

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
