Title: Procurement Specialist 
Department/Division: Central Operations Services Office (COSO) / Central Operations Services Division 1 (COS1) 

1. JOB PURPOSE:

Provide assistance, technical guidance and capacity building to ensure compliance with ADB’s procurement (i.e., goods, works, and consulting services) policies and procedures, assist in the establishment, harmonization and improvement of these policies and procedures, consistent with effective project management for ADB projects, assist in carrying out country procurement assessments and development of country procurement systems, and support improvements in the implementation performance of ADB portfolio of loans, grants and technical assistance (TA). Work with broad policies and objectives, having freedom to work with clients, with supervision for critical tasks.

2. EXPECTED OUTCOMES:
  1. Procurement/Consulting Services Advice
  • Review borrowers’ procurement actions and submissions for engaging consultants under ADB loans.
  • Provide technical guidance and advice as appropriate in accordance with ADB procurement policies and procedures.
  • Carry out country procurement assessments and develop plans, including policy and regulatory recommendations, to improve the same.
  1. Project Management Support
  • Participate in the design, processing, and administration of loan and TA projects in the context of procurement planning and assessment.
  • Participate in the evaluation of projects and preparation of completion reports in the context of compliance with ADB’s procurement and consulting services guidelines and procedures.
  • Chair consultant selection committee meetings to shortlist consultants and evaluate their proposals.
  • Negotiate contracts with consultants on behalf of ADB to provide services to ADB TAs.
  • Undertake processing and implementing TAs related to capacity building in procurement and consulting services.
  1. Policy/Procedure Setting and Improvement
  • Provide inputs for the standardization and improvement of guidelines, policies and procedures relating to procurement and consulting services.
  • Assist in the coordination with other development agencies for harmonization of policies relating to procurement and consulting services.
  • Assist with complex and multi-disciplinary problem solving.
  • Undertake the management of projects and assignments involving low to moderate levels of risk.
  1. Knowledge Sharing
  • Deliver tailored training to ADB and executing agency (EA) staff to develop skills in procurement, consulting services and project administration in accordance with ADB policies and guidelines.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in business administration, economics, engineering, or other related fields; preferably at post-graduate level or its equivalent

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in procurement, project management or other related area
  • Excellent oral and written communication skills in English
  • International experience working in several countries

6. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, Central Operations Services Division 1 (COS1)

The following staff positions report to the Procurement Specialist: National Officers and Administrative Staff

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
