Title: Economist 
Department/Division: Office of Regional Economic Integration (OREI) 

1. JOB PURPOSE:

Support the development of strategies and approaches to promote regional cooperation and integration (RCI) and support the implementation of ADB’s RCI strategy. Provide support for the identification, design, processing, and administration of Regional Technical Assistant (RETA) projects. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

2. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Identify new directions and approaches to improve ADB’s capacity for supporting regional economic integration.
  • Contribute to new or innovative approaches to policy, research and operational issues.
  1. Regional Cooperation
  • Support the regional policy dialogue of regional forums such as the Association of Southeast Asian Nations (ASEAN), ASEAN+3 (People’s Republic of China or PRC, Japan, Korea), Asia-Pacific Economic Cooperation (APEC), East Asia Summit (EAS), Asia-Europe Meeting (ASEM), South Asian Association for Regional Cooperation (SAARC), and Central Asia Regional Economic Cooperation (CAREC).
  • Develop, process, and implement regional technical assistance (RETA) projects for developing member countries (DMCs) that promote regional economic cooperation and integration especially in the area of monetary and financial integration.
  • Oversee capacity building and training activities related to regional economic and financial sector integration.
  • Provide support to ADB Management and other departments on RCI and related matters.
  1. Knowledge Management
  • Conduct economic and sector work on issues related to macroeconomic policy, financial sector, and capital markets development.
  • Contribute write-ups and other materials for the Asia Regional Integration Center and AsianBondOnline websites.
  • Contribute to the preparation of the Asia Economic Monitor and Asia Bond Monitor reports.
  • Undertake research on macroeconomic issues and regional financial sector and capital markets integration.
  1. External and Internal Networking
  • Liaise with DMC Governments, regional institutions (such as ASEAN and SAARC Secretariats), and international institutions on regional economic cooperation and integration issues.
  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in economics, or related fields; preferably at post-graduate level or its equivalent

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in economic or sector policy formulation; macroeconomic analysis; project implementation, administration and coordination; and other related areas, preferably with experience in a development agency
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
