Evaluation Presentation: Evaluation on Project Cost Estimates

Cost underruns and overruns can be defined as the difference in the estimate of project costs upon which loan approval is based, and the final cost incurred at project completion. In 2004, OED examined project cost estimates to determine the major causes of cost underruns and overruns, assess the contribution of each to cost variations, and recommend ways to improve the reliability of cost estimates. The findings and recommendations from that study and the feedback it attracted remain relevant.

Evaluation Presentation: Evaluation on ADB's Poverty Reduction Technical Assistance Trust Funds

Two poverty reduction technical assistance trust funds were established in 2001 and 2002 to help ADB serve 600 million of the world's poor. This evaluation appraises the extent to which these funds supported ADB's Poverty Reduction Strategy.

Long-term growth and living standards in Mongolia depend on how well the country can seize opportunities and integrate the economy with those of its neighbors. Adequate transport, trade, and communication facilities are vital, and efficient access to seaports or gateways is key to increasing trade competitiveness. ADB has led donor efforts in transportation with policy and project-level interventions. A recent evaluation rated performance a success.

Evaluation Presentation: Evaluation on ADB's Private Equity Fund Operations

Private equity funds give small and medium enterprises access to technology and equity capital. Asia is the dominant destination for private equity in emerging economies—annual fundraising rose from $2.2 billion in 2003 to $23.1 billion in 2007, concentrating in India and the People's Republic of China. This evaluation identifies how private equity funds could contribute better to private sector development.

Evaluation Presentation: Evaluation on ADB's Assistance to the Transport Sector in India: Focusing on Results

ADB and India have worked on the transport sector for twenty years. As of end-2006, ADB had made 25 loans totaling $5.28 billion to the transport sector—about a third of ADB's lending to the country. This evaluation identified areas where key stakeholders could manage better for development effectiveness and results.

Evaluation Presentation: Evaluation on ADB's Indigenous Peoples Safeguards

ADB's Policy on Indigenous Peoples of 1998 requires that safeguard principles be upheld in preparing and implementing ADB-assisted projects in areas with indigenous peoples. It defines indigenous peoples as having a social or cultural identity distinct from the dominant or mainstream society. OED undertook an evaluation to assess the policy and identify areas for improvement.

Review of the Independence and Effectiveness of OED

ADB is currently undertaking an external review of the Operations Evaluation Department. An Ad-Hoc Working Group consisting of three members of ADB's Board of Directors and the Managing Director General has been set-up to oversee the review. Two external experts, Scott Clark and Burt Perrin, have been engaged to lead the work. They will be in Manila from 2 to 13 June to undertake consultations with the Board, Management, and selected staff.

Advancing the Standards, Practice, and Use of Evaluation

On 21–25 April 2008, the Evaluation Cooperation Group met in Tunis. The gathering was a landmark. The meet confirmed that the process of developing a comprehensive and coherent suite of evaluation good practice standards is nearing completion. Members committed to a greater number of working groups, with a wider participation than was previously the case. The Group reversed a decision not to increase membership.

Learning from Rice in Lao PDR [ PDF: 360 kb | 2 pages ]

Sky-rocketing food prices risk wiping out accomplishments in poverty reduction and, if allowed to escalate, could hurt global growth and security. Amidst the gloom of the world food situation, the success of rice in the Lao PDR in keeping with historical, cultural, and agricultural contexts gives food for thought.



Making a Difference with Agricultural Research

Scientific research and research-related activities have a record of significantly increasing food supply to curb hunger on a large scale. OED is set to review ADB's Policy on Agriculture and Natural Resources Research in the context of current issues, including rising food prices and climate change. Feedback is encouraged.



Evaluating for Development Results


On 31 March and 1 April 2008, the Malaysian Evaluation Society discussed Evaluation under a Managing for Development Results Environment in Kuala Lumpur. More than 170 participants from 15 countries attended. OED's Keith Leonard and Olivier Serrat were invited to present. For the last two years, OED has endeavored to contribute more actively to the achievement of better development results, leveraging knowledge management and evaluation capacity development in support.

Evaluation on the Effectiveness on ADB's Capacity Development Assistance: How to Get Institutions Right

New findings on the performance of ADB's capacity development assistance reveal mixed results, with no pattern across sectors, countries, regions, or time. Still, a consistent set of success drivers (strengths) and deterrence factors (weaknesses) affecting performance have been observed and classified. Auditing the Lessons Architecture

This publication highlights the contribution that knowledge audits can make to organizational learning and organizational health.
