The Project will require about 65 person-months of international consultants and 111 person-months of domestic consultants to support TESDA in program development and institutional capacity building. All international consultants will be selected and engaged through a firm in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB on the engagement of domestic consultants.
Procurement of goods and services shall be subject to the provisions of the Guidelines for Procurement under Asian Development Bank Loans, including ADB's policy on fraud and corruption. For the procurement of goods and services to be financed by subloans the borrowers will have freedom to use the appropriate procurement procedures subject to efficiency, technical acceptability and reliability of the services and goods and provided that the goods and services are supplied from and produced in member countries of ADB.
