For packages below $100,000 equivalent, direct purchase may be used. Using MSDF and CIF interest revenue, MFB will contract out the major part of CO formation, all CO training, and implementation of community infrastructure projects to NGOs that demonstrate competitive capability for this. The selection criteria for NGOs will be agreed to by ADB and the work will be awarded through a transparent process. Planning for CO formation will be based on joint discussions between MFB and NGOs at the field and head office levels, and be subject to quarterly reviews. The NGO service providers will be hired based on partnership agreements that include gender outreach targets.
