Consulting Services

The Investment Project will require a total of 498 person-months of internationally- and locally-recruited consultants in the following areas: (i) program management, (ii) design and implementation of irrigation works, (iii) statistical methods, (iv) management information system, (v) corporate planning, (vi) human resource development, (vii) information technology, (viii) policy analysis, and (ix) monitoring and evaluation. The consultants will be recruited through a firm or individuals in accordance with ADB's Guidelines on the Use of Consultants, and other procedures acceptable to ADB for the selection of domestic consultants.

Under the TA to be financed by ADB, a total of 36 person-months of international and domestic consultants will be recruited under the TAs in accordance with ADB's Guidelines on the Use of Consultants.


The ADB Program Loan will be used to finance foreign currency expenditures in respect of the reasonable cost of imported goods required during the implementation of the Program. Each contract for eligible items shall be awarded on the basis of either the purchaser's normal commercial procurement practices, in the case of procurement by the private sector, or the Borrower's prescribed procurement procedures, in case of procurement by the public sector, having due regard for the principles of economy and efficiency.

Under the Investment Project, all goods and civil works to be financed by ADB will be procured in accordance with ADB's Guidelines on Procurement. Contracts have been packaged such that: each civil works contract package costing $2.0 million or more, and each package for the supply of equipment or materials costing $0.5 million or more shall be awarded on the basis of international competitive bidding (ICB). For other civil works contracts costing below $2.0 million, procurement will be undertaken using the local competitive bidding (LCB) procedure, while minor civil works contracts costing in each instance less than $0.1 million may be undertaken by force account. Prequalification of contractors is required for civil works contracts. For the supply of equipment or materials, each contract estimated to cost the equivalent of $0.5 million or less will be procured through international shopping, while off-the-shelf items valued at less than $0.1 million may be procured directly from suppliers.
