Three consultant packages are required for a total of 9 person-months of international consultants and 1,161 person-months of local consultants. The domestic consultants in Package A will be recruited through a firm while domestic consultant under Package B will be recruited individually by the EA. International and local consultants in Package C will be procured through a firm. Package A includes 768 person-months of consultants to work intensively with staff in 16 district education offices. Package B includes 384 person-months of local consultants to work in Karachi to supervise and monitor training and financial management of school development funds and district imprest sub-accounts. Package C includes 9 person-months of international consultants and 9 person-months of local consultants to carry out detailed facilities and staffing inventory of elementary schools to determine the long-term budgetary implications of sustaining the elementary school system in Sindh.
Schools will purchase instructional materials using direct purchase. These materials will include grades 6 to 8 textbooks and materials developed for innovative training programs which include preprimary education, revised Madrasah curriculum, life-skills awareness, and enrollment projection training. Office equipment, furniture, computers, vehicles (districts) and motor bikes (tehsils) will be provided to one provincial PIU, 16 districts and 102 tehsil education offices. Each office will procure its own set of equipment as required through direct purchase to ensure quick delivery.
