Consulting services will be required to assist LGED in project implementation. An international consulting firm in association with domestic consultants will provide technical assistance for infrastructure design and implementation. The consultant will provide 134 person-months of international and 1,238 person-months of domestic consulting services for engineering design, planning, tender evaluation, supervision, monitoring, and reporting of project works. A further 48 person-months of international and 606 person-months of domestic consultants will provide capacity building and local governance support through a separate organization. The consultants will be led by an international project management adviser based in Dhaka, and one senior international project-engineering adviser based in Jessore. The consultants will be recruited in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB on the engagement of domestic consultants. Advance action and retroactive financing for the recruitment of consultants has been requested by the Government.
All procurement under the Project will be in accordance with ADB's Guidelines for Procurement. Major items procured through international competitive bidding will be equipment and vehicles. Civil works will comprise many small contract packages for improving infrastructure and facilities scattered over a large area. All civil works will be procured through local competitive bidding procedures acceptable to ADB among prequalified local contractors which will follow local competitive bidding procedures.
