Description

The objectives of the Project are to: (i) improve the living conditions of small towns communities, especially the poor, through improved urban environments, increased access to essential urban services, and enhanced livelihoods; and (ii) support the establishment and development of decentralized institutional and management frameworks for providing urban infrastructure and services in small towns. To achieve the objectives, the Project has two components: Urban Infrastructure and Services Improvements (Part A) and Support for Project Implementation, Community Processes, and Capacity Building (Part B). The Project is being implemented over a period of six years by 31 January 2009 with a loan closing date of 31 July 2009 for 10 project towns, namely Pakxanh, Vang Vieng, Xam Neua, and Pek (for Phase 1); Luang Namtha, Xay, and Phongsaly (Phase 2); Houxai, Xayabouri, Saravan (Phase 3).

Summary of Environmental and Social Aspects

Initial environmental examination (IEE) was carried out during three subproject appraisals.The Project is unlikely to result in a major adverse environmental impacts. In fact, it will result in environmental improvements in small towns. An environmental impact assessment is not considered necessary.
