All consultants to be financed by ADB will be engaged in accordance with ADB's Guidelines on the use of Consultants and any other arrangements satisfactory to ADB. There will be one consulting service package for the overall project management and the water supply and sanitation engineering design and supervision (70.8 person-months of international consultants and 188.35 person-months of domestic consultants). The capacity building in the Operations and Maintenance component will require 9 person-months of international and 16 person-months for domestic consultants. Additional separate consulting packages will combine Capacity Building of Waterboard and Capacity Building for Environmental Management (21 person-months of international and 12 person-months of domestic), and the Low-cost Sanitation component and the Community Awareness and Health Education component (25.75 person-months of international and 590 person-months of domestic) are proposed. In total they will be 126.55 foreign person-months and 806.35 domestic person-months of consultant services. The Government has requested ADB approval of advance action to expedite project implementation.
Procurement under the project will follow ADB's Guidelines for Procurement. Any additional arrangements agreed upon between ADB and the Government of Papua New Guinea regarding the use of the proceeds of the loan may be set out in each case in the Loan Agreement. In general terms, contracts for Water Supply, Sewerage and other major works will be awarded under the International Competitive Bidding (ICB) procedures. International shopping will be employed where the amount of the contract is not large enough to justify the use of the ICB procedures. Local Competitive Bidding (LCB) may also be allowed in certain cases in accordance to the Guidelines. Minor and off-the-shelf items such as office equipment and consumables will be procured by Direct Purchase procedures.
