Description

The principal objectives of the technical assistance (TA) are to assist the Shanghai Municipal Government (SMG) to: (i) establish baselines and dynamic water quality monitoring capabilities for Suzhou Creek; (ii) design and implement strategically important market-based instruments (MBIs), particularly a pollution permit trading system for environmental management and water quality improvement in Shanghai; (iii) strengthen the capacity of relevant institutions for the successful introduction and implementation of MBIs, and (iv) increase public awareness about the environment. Accordingly, the TA scope will cover four parts: Part A-Water Quality Modeling to further develop and expand the existing decision support system (DSS) hydraulic simulation model for Suzhou Creek, the direct appointment of the original DSS design consultants is likely for Part A; Part B-Water Quality Management to develop a system of tradable wastewater discharge permits; Part C-Capacity Building for SMG agencies to enable effective implementation and operation of the permit trading system; and Part D-Public Awareness to extend Project benefits and enhance the prospects for sustainability.
