The rationale for CEF stems from the need to address constraints in raising long-term debt by private enterprises in Sri Lanka. CEF would allow a local financial institution to borrow from international capital markets to meet some of the demand for long-term funds of private enterprises in the country.It would help enlarge the supply of long-term funds and develop the debt market by creating more supply of securities.
