Consulting services will be financed under the loan for Project management and supervision. The Project includes (i) management services to be provided by United Nations Office for Project Services (UNOPS), for a total of 76 person-months of international and 504 person-months of domestic; and (ii) 16 person-months of specialized consulting services in teacher training, family medicine, social work, and local government management, will be recruited through a firm in accordance with the Bank's Guidelines on the Use of Consultants.
Procurement of Bank-financed goods and services will be carried out in accordance with the Bank's Guidelines for Procurement. Packages of drugs, textbooks and equipment will be procured by (i) international competitive bidding (ICB) for contracts valued at $500,000 or more, (ii) International Shopping (IS) for contracts below $500,000, and (iii) direct purchase for items generally valued at less than $100,000. Rehabilitation will require about 525 civil works contracts of an average value of $10,500. Educational equipment includes 200 small packages of about $5,300 each. Civil works and educational equipment will be carried out through LCB to promote local employment, private sector development, and continuity in future maintenance operations.
