The objectives of the SSTA are to (i) study and document the changes in the health and education seeking behavior of the poor during the period of Doi Moi; (ii) identify the reasons for the inequitable human development levels and inability of the poor to access government subsidies effectively; and (iii) develop recommendations about the appropriate policies that can effectively increase the ability of the poor to improve their human development levels.
