The goal of the proposed PPTA is to facilitate development of the financial markets and private sector, as the engine of economic growth in Afghanistan to help the Government to reach its goal of per capita income of at least $500 by 2015. The purpose of the proposed PPTA is to assist the Government and ADB in preparation of a focused and sequenced AFG: Financial Market and Private Sector Development Program currently scheduled for ADB approval in 2006. The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
