LGUGC is a private corporation incorporated on 2 March 1998 to guarantee loans or bonds issued by local government units (LGUs) to finance revenue-generating projects. The LGUGC credit guarantee serves to protect private financial institutions (PFIs) and other investors against a payment default by LGUs. The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
