Description

The TA will help the Government prepare an integrated roads development project to support pro-poor economic growth and reduce poverty in the project area. The TA will assist the Heilongjiang Provincial Communications Department (HCD) in (i) refining the feasibility study, including the EIA and summary EIA, resettlement plan, special measures for ethnic minorities, and poverty impact analysis for the proposed Project, in conformity with ADB?s requirements; (ii) reviewing the project design and scope to make the Project more pro-poor, including the integration of a local road component and transport services capabilities into the Project; (iii) identifying important socioeconomic indicators and monitoring mechanisms; (iv) confirming the technical, economic, and financial viability of the proposed Project; (v) reviewing and updating transport and road profiles, and transport services profiles; (vi) assessing the private sector participation as a means to increase the efficiency and performance of road maintenance; (vii) strengthening the asset management system and developing an ITS for class highways; (viii) reviewing the externally financed road projects to enhance the private sector participation in road investment; and (ix) discussing the major policy issues, assessing the poverty impact of the Project, and proposing measures for maximizing the positive impacts on the poor population in the project area.
