The objective of the TAARP is to rapidly improve the living conditions and well-being of a significant number of people in the tsunami-affected areas by restoring basic social infrastructure, community and public services, and livelihoods. TAARP will address the needs of tsunami-affected people through numerous subprojects in a variety of sectors selected and formulated in response to requests from tsunami-affected people and the Government. The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.

The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
