The original book Asian Water Supplies - Reaching the Urban Poor was authored by Arthur McIntosh and published by ADB in 2003. It was reprinted in 2005 and had been out of print since 2007 until a recent reprint of a limited number of books was made by ADB in 2010. The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.
The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
