The Emergency Assistance for Recovery and Reconstruction (EARR) will (i) rebuild damaged houses and improve essential public and community infrastructure, and (ii) restore the country s immediate fiscal capacity to meet the sharp rise in incremental costs arising from the April and June 2010 conflicts.
