The S-CDTA will engage consultants who will assist the NWSDB in carrying out the following activities: (i) review and advise the project management unit (PMU) of the proposed Investment Program on district area metering (DMA) designs for the Colombo, and contract packages prior to the mobilization of loan consultants (MASC); and (ii) ensure that special provisions for NRW reduction are developed and incorporated into the civil works bidding documents to ensure achievement of NRW reduction targets specified under the Investment Program. The consultants will help NWSDB review the proposals from the consultants and contractors under the Investment Program and recommend the most appropriate solutions. The consultants will also provide training and help develop in-house capacity of NWSDB to ensure that it can continue a sustained NRW program on its own. The consultants service will include carrying out a survey to establish the baseline for NRW in Colombo; reviewing the proposals, methodologies and strategies for NRW reduction, especially during the first year of Investment Program implementation and the first year of MASC s engagement; and certifying water balance assessments and providing training for NWSDB staff to conduct the same on their own. One international consultant as the team leader/ NRW and Water Utility Management specialist (5 person-months), and three national consultants: Water Utility Specialist (5 person-months), NRW Reduction Specialist (5 person-months) and Training Specialist (3 person-months), will be engaged under the S-CDTA for 18 person months of consulting services in total (March 2013 to October 2014). All the consultants will be engaged through an international consulting firm, if any, or individual consultants in accordance with ADB s Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers (2010, and as amended from time to time) using the bio-data selection method. The outline terms of reference for the consultants are in Appendix 3. Disbursements under the TA will be done in accordance with the ADB's Technical Assistance Disbursement Handbook (May 2010, as amended).
