Description

This capacity development technical assistance (CDTA) project will support the National Environment Commission (NEC) and other relevant government agencies to implement specific elements of the 2011 Water Act and related Water Regulation (to be approved), and promote IWRM to facilitate effective river basin management and strengthen resilience to current variability and anticipated impacts of future climate change.

Project Rationale and Linkage to Country/Regional Strategy

The Government of Bhutan identifies integrated water resources management (IWRM) as a cross-cutting objective of the environment sector in the Tenth (2008-2013) and draft Eleventh (2014-2019) Five-Year Plans (FYPs), and has enacted the 2011 Water Act founded on the principles of IWRM. IWRM is to play an important role in Bhutan: facilitating the sustainable development of Bhutan s vast hydro-power resources while protecting the quality of the country s watersheds; addressing water scarcity issues for drinking and agriculture; and managing the risk of water induced disasters.

Progress Towards Outcome

TA letter was signed by the Government of Bhutan and the Executing Agency, TA effectivity is on 26 March 2014. Consultants contract signed on 5 September 2014, consultants mobilized on 10 September 2014. TA completion is scheduled for 30 June 2016.

Stakeholder Communication, Participation and Consultation

During Project Design

Consultation missions have been fielded in February and May 2013. These missions met with government agencies, NGOs, and developing partners to discuss their current and planned activities in the water resources sector that may be relevant to the planned technical assistance and to understand their views on the key focal areas of the TA.

During Project Implementation

The National Environment Commission will be the executing agency for the project while the Department of Agriculture will be implementing agency for irrigation-related activities. The project will actively consultant and facilitate participation of all key stakeholders involved with water resources management. A kick-off mission was fielded from 15-19 September 2014 to support start-up activities. A mission was fielded from 5-7 November 2014 to review progress during the inception period and to participate at a stakeholder's workshop.
